This botanist, Kum Long by name, has reported to the Empress that the Tea trade of China is in peril ; that British-grown is not only displacing the Chinese leaf in the markets of the world, but that her subjects, those Mongolians who can get British-grown Tea, are giving up the local production. He doubtless concluded his report thus :—: — " Of all the samples tested, that called " SURATURA from Ceylon should be pro- " hibited, except for the Royal Family. If (: once the Chinese nation tastes this sump- " tuous beverage we may dig up all our tea "plants and grow bamboos."' "JWTOTICE is hereby given that at a Special mS Meeting of the Borough Council of the Borough of Onslow, hold at the offices of the Council at Kaiwarra on the 23rd day of September, 1898, the following resolution was duly passed :—: — " For tho purpose of providing the interest and sinking fund on a loan of .£sooo— authorised to be raised by the burgesses of the Borough of Onslow. and in respect of which a poll of the burgesses was taken on the twenty - seventh day of April, ] S9B — the Council of the said Borough do he.reby. by way of Special Order, make, strike, impose, and levy a Special Annual Recurring Rate ot Three-eighths of a Penny in the Pound Sterling on the ratable value of the ratable property within the said Borough ; such Special Rate to be an annually recurring rate, commencing as on and from the first day of April, 1899. and continuing thereafter from year to year until the said sum of .£SOOO, and every part thereof, is paid off, and payable by equal half-yearly instalments on the first day of April and the first day of October in every year until the said sum of J35000, and every part thereof, is paid off ; and that this resolution shall take effect immediately on the passing and confirmation thereof as a Special Order. ' ' And notice is hereby further given that a Meeting of the said Council will be held at tlie Council Offices, Kaiwarra, on the 22nd day of October, 1898, for the purpose of co»« firming the said resolution.
