Some days ago, Admiral Canevaro, commander of the Italian squadron in Cretan waters, suggested the withdrawal of the Turkish officials and troops from Crete, the Powers guaranteeing the Sultan's suzerainty and the protection of the lives and property of the Mussulmans on the island. France and Russia have accepted this proposal, subject to Lord Salisbury's modification. It is proposed that the four Powers interested shall only guarautee the safety of the Mahommedans to the extent that they are now protected by the Turkish troops. The Porte has despatched a circular to the Powers requiring the disarmament of the Christians in Crete simultaneously with the Mussulmans.
