AT THE PHILIPPINES.
AQUINALDO PROCLAIMS HIMSELF DICTATOR. TWO UNSUCCESSFUL ATTACKS ON MANILA. Washington, 23 rd July. Aquinaldo, the leader of the Philippine natives, has declared himself Dictator over the islands, and has proclaimed martial law. His relations with Admiral Dewey are very strained. The rebels have twice unsuccessfully attacked Manila, losing 500 men.
