Before the Police Commission this morning Inspector Culleu deposed that Inspector Emerson too intimate with spielers whilst he (Cullen) was stationed at Napier. Emerson and Kirby worked against him in prosecuting spielers. He had seen Emerson under the influence of liquor in 1892 when lie visited Napier on an inspection. Had noticed drink on him on other occasions, but not so perceptibly as on that occasion. Inspector Cullen will be recalled later. Constable Norwood, District Clerk, deposed that although he had served under Inspector Emerson for ten years he had never seen him under the iniluence of liquor.
