SHOCKING BACKWARD STATE OP AFFAIRS. MEN STILL WITHOUT GUNS OE DRESS. YET £62,000,000 HAS ALREADY BEEN SPENT. [press association.] (Received May 31, 9 a.m.) Washington, 30Lh May. Mr. Alger, Secretary for War, has been informed by General Miles that the preparations for the invasion of Cuba are still incomplete. The General states that more expedition is required in equipping tlie army. A large percentage of the men are without guns, and others are without ordinary dress. It is announced that the war has already cost $312,000,000' (£62,000,000).' President M'Kinley is reviewing the troops massed in Florida.
