Le Matin announces that Trance is organising the national defences in view of the possible complication with the United States over the Spanish war. Washington, 27th May. The San Francisco Chronicle states that France will lend Spain 4,000,000 francs (£160,000) under the impression that she in return is to receive advantages at the Canary Islands and at Ceuta, the Spanish possession in the North of Africa at the mouth of the Strait of Gibraltar.
