MELROSE BOROUGH. MAYORAL ELECTION. A MEETING of Ratepayers will be held in tho Public School, Kilbirnie, on FRIDAY NEXT, Ist October, at 8 p.m., when I shall explain matters in connection with my candidature for the above office. Kilbirnio, 25th September, 1897. MELROSE BOROUGH. LADIES AND GENTLEMEN,-! was much burprised seeing a paragraph addressed to tlio Ratepayers of the above Borough from Mr. F. J. W. Fear, in tho Post, in which ho makes statements about mo which are not correct. Tho real facts are these : — When Mr. Scagar stated in the Post that ho had consented to stand for the Mayoralty of Melrose, I called the attention of the Council to the advertisement on tho 7th August and asked if any of them would stand. They all gave me to understand they would not. I then said I would stand, as I considered an outsider should be a Councillor and learn his duties before stepping into tho chair. I as,kcd Councillor Fear if he would stand, and he said he could not spare tho time from his business. I then went to my friends, who were anxious I should again ptand, and told them as none of the Councillors would stand, that I would. I nest saw Mr. Fear at the Council Chamber when he handed me his nomination paper on tho 27th August; he was then standing as Councillor against Mr. Simson. He again said he would not stand as Mayor. Some days after, I heard that Mr. Fear had asked Mr. Simson if ho (Mr. Fear) would withdraw his nomiDation paper as Councillor would Mr. Simson support him standing as Mayor, which Mr. Simson refused, and told Mr. Fear to fight it out. On the Gth inst. Mr. Fear withdrew his nomination paper, and stated he would stand as Mayor. ' Feeling hurt at the way Mr. Fear had fooled me, I placed the matter in the hands of the Council, and told them I would abide by their decision. On tho 21st inst. Mr. Fear and myself made our statements to the Council, and Mr. Fear said he was quite satisfied to abide by their deci&ion. We then retired, and after a short time I was informed that the Council had decided in my favour, and that 1 was to stand. Mr. Fear now says he will not abide by the decision of the Council. Well, ladies and gentlemen, I' am now fully determined to stand as Mayor at the next coming election.
