"VTOTICE is hereby given that the Council -Lll of the Hutt County did, on the 13th day of July instant, pass a resolution byway of Special Order, which will be submitted to the said Council for confirmation at a meeting to be held in the Hutt County Offices on the 12th day ot August, 1897, at 10 o'clock a.m.. and which will take effect on the Ist day of September, 1897. A copy of the proposed Special Order is deposited at the office of the Hutt County Council at No. 27, Lambtonquay, in the City of Wellington, and is now open for inspection during office hours. The following is a short statement of the purpose of such Speoial Order — namely, to make Bylaws " l ' (a.) In respect pi Traffic— 1. Regulating the proportion .between weight of the load and width of the tire of the wheel of the vehicle carrying such load 2. Prescribing the mode of ascertaining the weight of suoh load 3. Regulating- the taking of heavy, loads across bridges, and providing for security against damage in respect of the same 4. Fixing a walking pace as the pace at which vehicles shall be driven or horses ridden across any bridge 5. Requiring the names' of the owners of certain vehicles to be painted thereon 6. Prescribing the lights to be carried by vehicles (i.) In respeot of Bicycles and similar Machines — 1. Prescribing the rule of the road 2. Prescribing the lights to be carried 3. Prescribing the warning to be given ' . when overtaking cartsj &o. 4. Forbidding " coasting " 5. Preventing furious or negligent riding 6. Requiring an efficient brake to be fitted .to every machine (c.) In respect of Sanitation — 1. Providing for the cleansing of footways and pavements adjoining premises, • the removal of house refuse from any 1 premises, and for the cleansing of earth closets, privies, ashpits, and cesspools belonging to any premises (di) Providing Penalties for any Breach of > the Bylaws , (c.)
