■ ♦ A SPECIAL SESSION OF CONGRESS TO BE HELD. SOME PROPOSALS THAT WILL AFFECT THE COLONIES. [press association.] (Received December 9, 10.45 a.m.) Washington, Bth December. The deficit in the United States Treasury for the year amounts to 25,000,000 dollars. It is reported that a session of Congress will be held in the spring' to deal with tke tariff question. Higher rates are proposed in regards to woollen goods, tin, and timber, and thus importers from Australia and Canada will be especially hit. President-elect M'Kinley, it is believed, will use the federal patronage of the States as a lever to secure the adoption of the new tariff, and will bribe the Western States by the duties on wool.
