Lord Salisbury is pressing Belgium to explain tho hanging of Stokes, a British trader in the Congo, without jndioial trial, by Major Lathaere, on a charge of supplying arms to the Mahdists. Two of Major Lath&ere's officers protested against the exeoution. Belgium disclaims responsibility for the Congo. Some of the -Belgian papers admit that Lathaere was indisoroet, while others justify his aotion. The British press demands that stringent enquiry be made. [Special.— Rooeived August 29, 11.10 a.m.] Brussels, 28th August. In the Chamber of Representatives, 51. Lorand dsolared that the hanging of Stokes involved a serious difficulty with England. The whole of the Aruvimi region was in a disturbed oondition, the negroes revolting against the ornelties of the Congo officials. A loss of 70,000 lives had been involved. M. De Burlat, Minister of the Interior, oontended that, as the Congo was not annexed, Belgium was not responsible.
