The Attorney-General moved the second reading of this Bill, whioh had been received from the Honse of Representatives. The Hon W. D. Stewart pointed out some defeots in the Bill, whioh he hoped would be amended in Committee. He considered, however, that the Bill was an improvement on the present law. The Hon. Dr. Pollen said that though it was futile on his part to oppose legislation of this oharaoter, he thought the Bill was no improvement on the existing one. The Bill was then read a second time. DVN.DIN DBAJQtAa. AND BEWXU.GK. The Council deoided to insist upon its amendments made in this Bill, and appointed the Hon. Messrs. W. D. Stewart, G. M'Lean, and W. H. Beynolds a oommittee to draw up reason, for insisting. COUKTHS ACT AMXNrMINT. In Committee, a olause was inserted by 16 votes to 10, on the motion of the Hon. T. Kelly, to the effeot that the boundaries of any two or more contiguous counties may be altered by agreement between the Councils, if approved by the Governor-in-Counoil. The Bill was then reported with amend ments. FINAL BTAQIB. The Eiver Boardß Aot Amendment Bill waa read a third time and passed. The Connoil adjourned at 3.50 p.m. Evinino Sitting. The Counoil resumed at 7 30 p.m. The Hon. C. C. Bowen brought up the interim report of the Bank Committee asking for an extension of time, which the Connoil agreed to grant. The Connoil then rose. HOUSE OF BEPBESENTATIVJES. YISTKBDAT'B AFTCBNOON SITTING. The Fenoing Bill was considered in Committee, a long discussion being held upon the subjeot of gates on publio roads. Evining Sitting. The Premier having made a statement as to the Bank Committee, the Fenoing Bill was further considered in Committee and reported without amendment further than the addition of a new olause giving the Bill application to native lands, moved by the Minister for Lands. The Bill passed final stages. The Wilson Land Bill passed final stages. BITTIBMINT BILL. The Minister for Mines moved the second reading of the Betterment Bill, to impose on lands benefited by future railway construction a betterment rate. The Minister said this was an attempt to give effeot to the theory that the unearned increment belonged to the State. The Hon. Mr. Mitehelson asked that, »b many members had left the House, the . debate be adjourned to permit of their taking part. The Minister agreed to 'this, and the Honse rose at 11 p.m.
