I BPECIIL.J (Received August 28, 0.15 a.m.) London, 27th August. Under tbe new War Offioe arrangements ESrd Wolseley will be the General Commander at Home and abroad. He will issue Army orders, make periodical inspections, be responsible for promotions and rewards, and aot as chief adviser to the Seoretary of State for the War Offioe. Five offioorß will bo appointed to the management of separate brandies, and will together form a permanent Consulting Board.— It is proposed to form a War Office Counoil, at whioh the Seoretary of State will preside. Lord Wolseley and the Parliamentary UnderSeoretarieß will be membera.
