THE QUESTIONS FOB NEXT YEAR'S ELECTIONS. [Special.— ReoeiveaVAugust 27, 11 a.m.J Washington, 26th Augußt. The Chairman of the National Democratic Party declares that the Party does not intend to make the silver question the test issue of the elections of 1896, neither does it desire ~ to juggle with the tariff, as the present prosperous oondition of the country is quite satisfactory. Major M'Kinley considers there will be no neoessity for a change in the tariff for two years.
