Mr. Chamberlain, Seoretary of State for the Colonies', replying to a deputation urging that the State shonld facilitate the construction of a railway in West Africa, admitted that bis polioy was likely to be oritioised, as it involved some risk ; bnt he held that unless Great Britain was prepared to invest a portion of her surplus profits in developing the resources of suoh oolonies it was better that thoy had never come under British rule. Very possibly, be added, assistance might be rendered to promote and hasten the development of .communication with the interior of Africa He admitted that in many oases Great Britain had negleoted the first duty of the Mother Country. .
