PENNY CABLE MESSAGES.
1 ' . : The way to get penny messages is [ explained by Mr. Heaton in the L North American Review. Last year 23,000,000 words were oabledbetween America and England. The charge r was £1,000,000. But the cables 3 could equally well send 283,842,000 f words." Mr. Heaton wants to have this full cable-capacity employed, by c a reduction of the tariff to a penny a " word. The two Governments, it is I proposed, should buy out all the cable companies, and share the loss.
