It is understood that an endeavour will be made to assimilate the praotioe and the rates throughout New Zealand, and to secure the formation of an Underwriters' Association in eaoh Provincial District. The subjeot of rates will be dealt with more with a view of .fixing suitable rates for the various olasses of risks than with any desire to place them on an excessive scale.
