LEGISLATIVE COUNCIL. Yesterday's Afternoon Sitting. first reading. The Crown Suits Act Extension Bill wo 8 read a first time, on the motion of the Hon. H. Taiaroa. THRESHING-MACHINE OWNEBS* LIEN. In Committee on this BUI, the sootion making the lienee responsible to the oontraotor for the oost of threshing grain if tlie lien were enforoed was struok out, and a new olause inserted, on the motion of the Hon. G. M'Lean, to the effeot that when any orop snbjeot to a valid seourity has been threshed by a contractor, and any part of the ooßt of the work of threshing remains unpaid at the time of the realisation of such seourity , then on written notice being given of the olftim within seven days after suoh realisation, the amount of the oost of threshing so realised shall be a oharge upon the proceeds of the realisation of suoh orop. The Bill was then reported with amendments. OIBBORNE 'HIGH SCHOOL ACT AMENDMENT. The Hon. H. Feldwioki moved the seoond reading of this Bill, whioh was designed to allow the establishment of a High Sohool at Gisborne. The Hon. J. Ormond pointed out that tho Bill was permissive, and said that while he did not oppose it, he doubted if the Eduoation Board would be able to carry out ltß provisions. The Hon J. Kerr suggested laying the Bill aside this session until it was Been what action the Government would take upon the recommendations of the Education Conference, more particularly as the Bill allowed money to be taken from the primary schools for secondary eduoation. After some discussion, the Bill was read a seoond time. OTAGO DOCK ACT AMENDMEN P. In Committee an amendment was oarried by 15 votes to 14, exoapting "wharves" from the places allowed to be leased by the Trust. The Hon. G. M'Lean moved a new olanse repealing seotion 5 of the Otago Dock Aot, 1883. He explained that under that seotion power had been given to raise .£IOO,OOO for the purpose of building a new dook. As the present Bill allowed the raising of £10,000, it was only right to repeal the previous Act, the powers of whioh had not been exeroised for 12 years. After some discussion, the Hon. J. D. Ormond said that the olause could not be inserted in the Bill, as the present Bill was a local one, while the proposed amendment was of a distinctly pnblio oharacter, and no notice of the proposed ohange had been given in the locality. Some further disoussion ensued, and ultimately the Hon. G. M'Lean moved to report progresß with leave to sit again, the opinion of the Speaker to be obtained as to whether the olause could be included in the BUI. This was agreed to. The Connoil adjourned at 3 45 p.m.
