RECIPROCAL TREATIES.

Tbe Statist urges Mr. Chamberlain, Seoretary of State for the Colonies, to terminate the commercial treaties with Germany and Belgium which bar the way to an arrangement with the colonies. Lord Farrar declares tbat Mr. Chamberlain will find himself unable to depart from Lord Ripon's attitude on tbe question of differential treaties.
