In the House of Lords the Marquis of Salisbury said the Sultan of Turkey would make a calamitous mistake if ho preserved nominal independence with regard to Armenia and rejected the advice of the Powers, as France and Russia had expressed an earnest dosire to co-operate with Great Britain in enforcing reforms.
