THE CZAR'S TERMS FOR FRIENDSHIP WITH BULGARIA. [PBCSS ASSOCIATION I Sofia, 15th Augnst. Archbishop Clement, Metropolitan of Bulgaria, notorious for his Kussophile tendencies, baa informed Prince Ferdinand that the Czar will only be reconciled to him on condition that the Prince becomes a Bulgarian, allows bis son to be converted to tbe Greek Church, and petitions Russia to send an envoy. Tho Czar does npt desiro the control of tbe army or of internal affairs in Bulgaria, but insists on tbe control of the foreign policy of that country.
