THE BUFFER STATE IN SIAM.

[Special.— Received August 15, 11.45 a.m.] London, 14th Augnst. The Premier and Baron de Courcel, the French Ambassador, are consulting on the question of the buffer State in Siam. The French pres3 report that Lord Salisbury insisted that the rights of England on the Upper Mekong must bo respected. Baron de Courcol is represented as replying that France had not admitted the principle of a buffer State. Ho reminded Lord Salisbury that the Kgyptian question had waited longer for settlement than had this one.
