The Qu-en'a Speech at the re-opening of Parliament ia expeoted to be formal, oontaininf* neither promises of legislation nor the disslosuro of tho Government policy. [Special.— Received August 13, 10.30 a.m.] London, 12th August. Parliament was opened at 2 o'clock to day. Some people had been waiting at the doors from 5 a.m. in order to socure seats. Mr. Gully was re-eleoted Speaker unopposed.
