[UNITED PRESS ASSOCIATION.] (Reoeived April 23, 11 a.m.) OTTAVf A, 22nd April. In tho course of a speech, Mr. Foster, Minister of Finance, stated that in consequence of France having been granted most favoured nation treatment in regard to certain products, the Imperial authorities hold that tho Dominion must treat .Belgium and Germany in a similar manner.
