SCHEMES IN GERMANY AND ITALY. I SPECIAL. ) j (Reoeived August 27, 11 a.m.) Berlin, 26th August. Germany intends to build two railways to the southern frontier, in order to enable troops to bo rapidly mobilised in the direction of Belfort, a strong Frenoh fortress a short distance across the border. Rome, 26th August. The Italian Government is resuming tho construction of strong fortifications on the Austrian and Swiss frontiers.
