| UNITED PRESS ASSOCIATION .I London, 14th April. In the House of Commons, during a discussion on the Registration Bill, Sir Henry 'James declared that under its provisions half a million ownership voters would be disfranchised, and a million occupation voters. Mr. Balfour complained of the injustice of dealing with this anomaly while matters for worse wore left untouched 15th April. The Registration Bill ia under the charge of Mr. John Morley. The reduction of the residence period will increase the re.-ister by 600,000 votes. The Bill alao abolishes the rating qualification.
