THE EIGHT HOURS QUESTION. [UNITED PREBS ASSOCIATION.] (Received September 10, 10.10 a.m.) London, 9th Soptomber. Mr. Tom Mann, who wns offered tho secretaryship of the Engineers' Union, Ims declined the position. At tho Trades Congress, tho voting for eight hours was 302 in favour of it, smd 236 ngainst. The Congress reaffirmed last year's motion relativo to a legal eight hours, an amendment declaring that the establishment of an uniform eight hours would seriously injure the workers ontsido of oortain favoured districts being negatived amidst cheers. The i debate at times was yory heated, and tho i olosuie bad to bo applied.
