[ONITED PRES3 ASSOCIATION. I (Reooived April 2, 3.10 p.m ) Stdnet, This Dat. Mr. Dibbs gave notice of motion that Sydney should bo the Federal capital. When tho oommittee resumed, Mr. Munro's amendment to reduce representatives in tho Senate to six for eaoh colony was negatived. Mr. Kingston moved in tho direction of leaving the method of the eleotion of Senators open, in order to permit the States to excroiso their own judgment. Mr. Gillies though!; it wonld not do to allow pooplo to eleot directly to the Sena'e, bocause the men oleotod would only represent a majority, and not give a fair representation to tho wbolo. At present tho two Houses wonld substantially ropresent the whole Of course some of tho oolonics were oontcnt to have a nominated Upper House, but that wa3 thoir own look-out. Ho considered the arguments in favour of diroot representation on the Senate unsound.
