THIS DAY'S PROCEEDINGS. (Received March (J, 11 a.m.) Sydnky, This Dat. The chief interest at yesterday's sitting of the Convention was centred in Mr Deakin's effcotive speech, whioh showed brilliant debating power, and in the uioelv-turned speech by Captain Russell. (Received Maroh G, 3 p.m.) Sydney, This Day. Mr. E. Barton (New South Wales) rennmed the deluto at tbe Federal Convention this moining. The question of guarantee with regard to a tariff, he said, raised a difficult point. Ho felt somewhat in a :cord with Mr. Deakin in this matter , and meins mit;ht be provided for giving effect to bis suggestions Referring to the first resolution, he wonld like to see something that would satisfy all. lie urged that the teiritory of any province should not < be anbj-ot to absorption by onothor province without tho oonsent of the province interested. He would like to see somo guarantee feiyon in this direotlon, for nulcaa terri'orial rights were conserved, Federation would Le well m^a impossible. He considered this waß one of the State rights whioh Mr. Deakin enquirod about. In addition to its general functions tho Senato should be the guardian of those rights. A Senate formed on some anoh bisia" as that of the United States would oopßerve all these lights. It did not follow that the House alone reprpsonted the people. He contended that the Senate also did so If tho Prime Chamber rested on universal suffrage, which ho trusted it would Ao, it would have a preponderating power. It was impossible to foresee the end of friolion if tho power of veto over details were withheld from the Senato.
