[UNITED PBSBB ASSOCIATION. I London, 3rd August. The rumour is revived that Mr. W. H. Smith, leader of the Houso, will aocepta peerage, and that Mr. Balfour will succeed \ him. Mr. W. L. Jookson, Finanoial Seoretary ■ to tho Treasury, is mentioned as likoly to assume the Chief Secretaryship of Ireland. , Sir Michael Hioks-Beaoh, President of the Board of Trade, is likely to take charge of , the Colonial Office, Lord Knutsford becoming Lord Privy Seal. Tho Marquis of Salisbury has declined to acoept the overtures of the friends of Lord Randolph Churchill regarding tho latter rejoining tho Cabinet.
