MR. DOWNIE STEWART'S BILL.

The Strikes and Board of Conciliation Bill i introduced in the Hoase of Representatives I by Mr. Downie Stewart, is a measure to deal i with strikes among workmon, and gives power to eottlo the name by a Board of Conciliation. It is therefore provided that ; all disputes or differences arising botweon a Trade Union or any member of a : Union and the employers of members of suob. Union are to be referred to a Board of • Conciliation, consisting cf four arbitrators ' appointed by the disputants and an umpire appointed by the arbitrators, or, failing their agreement, by the local Resident Magis- : trate. It is expressly provided that when onoe the disputants shall have expressed their consent in writing to a settlement by the Board of Conciliation, neither party shall havo the power to revoke or withdraw from such referenoe. The Board's award is to bo binding for a period of at least one year, and power is given to it to mulct the unsuccessful party in oosts and expenses of the onqniry.
