THE TIMES AND MR. HENNIKERHEATON. [united press association.] (Received April 9, 12.30 p.m.) London, Bth April. Tho Times condemns the PostmaaterGeneral, Mr. RaLkes, for his discourteous treatment of Mr. Henniker-Heaton, and applauds the latter's endeavours to secure the reduction of telegraph rates to and from tho Continent.
