France. A PETTY INSULT TO GERMANY. A DEFENCE VOTE.
I UNITED PRESS ASSOCIATION. J Paris, 22th Ootober. The Imperial German ooat-of-arms, at the German Consulate at Havre, has been defaced, and considerable ill-feeling has been aroused in consequence of the aot. M. Goblet, Minister of Foreign Affairs, has, however, apologised to the German Minister for the outrage. 23rd October. The Government propose to introduce a Bill providing for an income tax. M. Freyoinet, Minister of War, has informed the Bndget Committee that one milliard francs will be required for the defence of the eastern frontier. 24th Ootober. The report of the Budget Committee states that the coalitions abroad have stifled the liberty of Europe, and in self-proteotion France will require more than a milliard of franos for defensive purposes.
