Le Temps of to-day states that negotiations are proceeding between the British and French Governments, with a view to the neutralisation of the Suez Canal, and are making good progress. London, 9th May. It is announced that at the grand naval review which is to be held at Portsmouth on the 21st July, in connection with the celebration of the Qneon's Jubilee, upward of 100 men-of-war will take part in the evolutions. The British Government, replying to a communication from the French Government, have declined to officially take part in the Exhibition to be held in Paris in 1889.
