Mr. Fisher has introduced into Parliament a Bill entitled "An Aot to prevent tbo holding of publiohouses by brewers, and to prohibit tho license of publichouses so held in certain cases." The operative clauses rnn as follow : — It shall not bo lawful, after tbo passing of this Act, for any brewer, or any person or persons in trust for any brewer, to acquire (ortherwise than by will) any premisos or any estate or interest, whether absolutely or by way of mortgage, or otherwise, in any promises in respect whereof n publican's issued under the Licensing Act, 1881, shall for the time being be in force, and every conveyance or other instrument (other than a will) purporting to convey any such instrument to, or to otherwise assuro to, or to create in any brewer any such estate or interest, shall bo null and void. After the passing of this Aot no publicans' license shall bo issued, transferred, or renewed, or otherwise dealt with under the provisions of the Licensing Act 1881 , or otherwise, in respect of any premises which shall be owned by or in trust for any brewer, or in which any brewor or person or persons in trust for any brewer shall have any estate or interest (whether absolutely or by way of mortgago or otherwise) and which premises or estato or interest eball have been acquired after the passing of this Aot ; and every license or transfer or renewal of or other dealing with a license issued or made contrary to the provisions of this section shall be void and of no effect. [It is possible that a further clause will be inserted giving ample time to persons affected by the Act to dispose- of any propertiea in whioh they may bo interested-, so that thoy may not bo injuriously affected by the operation of tbo Aot.] Tho Companies Act, 1882, Amendment Bill (Mr. G. Fisher) is intendod to render it poßßiblo for an association of persons to institute banks somowhat ui>on tlic basis of The People's Banks of Goimany, which were instituted by Dr. Schulzo of Delitzsch. Under the existing Aot such banks cannot be instituted in this, colony, whereas under the Companies Act of Viotoria, Banks may be established without applying to the Legislature for a special charter. The Federal Bank of Australia and neveral other Australian Banking institutions have been thus established in Victoria, and Mr. Fisher seeks to introduce the same principle into New Zealand.
