The provisions of tho measure aro as follows : — Boroughs with a population under 15,000 wiR bo merged in the counties, and those undor 50,000 will return Binglo members, while larger boroughs will be divided into single-mem-ber wardships. Tho number of members for the Metropolis ■«j'l bo inoreased by 37, Liverpool by six, Birmingham and Glasgow by four, and Manchester by three, wh'le the city of London wi'l be reduced by two. On tho whole, England ga?us six memboro and Scotland twelve, and Ireland md Wales are unchanged. The Premier innounced that after the Bill has been read a second time Parliament wi'l adjourn : intil February next.
