REOPENING OF THE AXGLO-FBENCH NEGOTIATIONS. I i^uttsb's telkqbams. I LoKdon, 12fch December. Per Merchant Shipping and Underwriters' Association :— Arrived— Ship Portland, from Timaru (14th August). 13th December. A large and important meeting was held to-day at the Mansion House, when an influential committee was formed for the purpos9 of raising money for the defence of property in Ireland. Pabis, 18th December. It is announced that M. Chaudordy has been appointed 111 1 succeed General Cbanzy as French Ambassador to the Russian Court In accordance with the understanding arrived at last month between Sir Charles Dilke and JI. Gambetta and M. Roevier, formal negotiations have been opened here between French and English delegates, with a view to the conclusion of a commercial treaty. Sir Charles Dilke, the British Foreign Under-Secretary, i 3 not, however, present at the parleying which is now proceeding.
