The Financial Arrangements Act Amendment Bill has been issued as amended in its passage through the Lower House. We find that clause 6 has been altered so as to read — " A separate account shall be kept of the land revenue accruiug within each county, aud there shall be paid to such county out of the consolidated fund quarterly a sum equal to twenty per centum of such land revenue so accruiug in each county." This, we take it, returns the 20 per cent to bo deducted from the land fund to the districts in which it really arises, so that it will be spent in opening up the land which is sold. This is as it should be, and the colony is indebted to Mr. Stout for effecting such an important alteration.
