ENGLISH NEWS. London, 27th January.
Replying to a farewell address, Sir Henry Elliott, English Ambassador at Constantinople, expressed his firm belief in the future of Turkey, as the Porte had announced its intention of introducing, of its own accord, the reforms demanded. Midhat Pasha sent a despatch to Prince Milan, of Servia, and Prince Nicholas, of Montenegro, inviting them to enter into negotiations for the place of meeting of the Congress, and to adopt a plan of elections.
