SPRINGS COUNTY

ANNUAL MEETING OF COUNCIL.

CR. J. S. SIMPSON RE-ELECTED

CHAIRMAN.

Members present at the annual meeting of the Springs County Council, which was held on 'Wednesday evening, were Councillors J. S. Simpson (chairman), j. H. Williams, J. W. Kime, p. v. Bailey, C. H. Watson and J. Woods. The clerk-over-seer (Mr E. L. Neale) was also in attendance.

In reviewing the work of the council last year, the chairman said that it had been fairly satisfactory; The council had carried on with a smaller rate, but during the year finality was reached with regard to the permanent paving of the Main South road and the councils liability there would drain its resources fairly low. The finance committee would require to view 'the position very closely when striking the rate for the coming year. The Greenpark riding had undertaken a liability with the paving of the county's section of the Christchurch-Akaroa highway, which would absorb all its small surplus and leave it short of funds for a few years. During this period it would be assisted by the Springston riding. He wished to thank the councillors for the Way in which they had assisted him during the year. They had helped him in every way to carry * on the business of the council, and it was an inspiration to him, as chairman, to feel that he had the support of members.

Cr. Williams moved that Cr. Simpson be re-elected chairman. He said the council was very fortunate in being able to retain Cr. Simpson's services for so many years. He s.poke of the inspiration the support of the councillors had been, but Cr. Williams said that Cr. Simpson had been the one who had inspired the councillors to pull together and work for the welfare of the county. The district was fortunate in having a man of Cr. Simpson's type to take an interest in local body work and to be chairman for so many years. He (Cr. Williams) knew that it was asking much of Cr. Simpson's time to again act as chairman, but there were certain matters ahead which required the attention' of an old and experienced councillor.

Cr. Watson seconded the motion, remarking that he did not think the • council could get a chairman who would fill the position as capably as Cr. Simpson.

The motion was put to the meeting by the clerk, who acted as chairman for the election, and was carried unanimously.

In returning £hanks for his re-elec-tion, Cr. Simpson said that in view of important matters which would require attention during the year, he felt that it was his duty to remain in the chair, at least for this year. He would do his best to make the year as successful as the past, with the assistance of the members of the council.

Cr. J. H. Williams was re-appoint-ed deputy-chairman, on the motion of Crs. Bailey and Woods.

Committees were elected as under: Finance, Crs. Simpson, Williams and Watson; works, all members of the council,-the chairman and clerk to deal with urgent matters; buildings and reserves> Crs. Williams, Bailey, Kime and Woods; horse and plant, Crs. Bailey, Watson and Kime. ■ \

The chairman was re-appointed the council's representative on No. 14 District Highways Council.

Mr C. Woolf was re-appoihted the council's representative on the Selwyn Plantation Board, and he was thanked for his services during the last year. . ." ■''.

The meetings are to be held on the second Thursday in the month.
