Sir Montague Barlow, who was British Minister of Labor from 1922 to 192-1, has just returned to London after completing a 20,000-mile tour through all the British dominions and dependencies in East and Central Africa.
“There is a great future for the districts I have visited,” said Sir Montague, “but’ three things are needed ibr their full development—white settlement, better means of communication, and closer political co-operation. “The high lands in Kenya and Nyasaland have already received considerable development from British settlers, but in the mandated area of Tanganyika British settlement has not, so far, developed rapidly. '“Such increased British 'Settlement depends largely on better communications. A line is> needed from north to south to connect with the KenyaUganda system on the north, to cut the present line at Dodoma, and then on south to open the highlands in the neighborhood of Fife. “Proposals are in the air for some form of political connection between Kenya, Uganda, Nyasaland, and Northern Rhodesia, and will probably be discussed at the _ conference of Colonial Governors which opens next week.”
