VINCENT COUNTY COUNCIL

The ordinary monthly meeting of the above Council* held at Clyde on Wednesday last was attended by Crs J. Ritchie, A. C. Scoular, J. JVlcKnight, J. Kane and C. Weaver. In the absence of the Chairman, who was detained at the Court at Cromwell, Cr Ritchie was voted 'o 1 he Chair. A formal resolution was carried in connection with the raising of a loan to liquidate the antecedent liability. Cr S. T Spain wrote apologising for non-attendance, as he was attending the County Conference at Wellington. The minutes of the previous meeting were read and confirmed. Correspondence was read and dealt with as under:— The District Engineer wrote in connection with flood damage that he recommended .£I2OO payment. Cromwell to Queenstown £l7O, Govt, subsidy £BS; Tarras to Morven Hills subsidy Morven to Lindis Pass subsidy K'ing £2 for £l.- Received. The Public Trust Office wrote regretting that the application for a loan for workers dwellings could not be granted. The Clerk intimated that there had been no reply from the State Advances Office. J C- Ellott, Tarras, wrote asking permission 10 erect a gate across the main road. y T. C. Rowley, Tarra?, was granted permission to cross - the road with a water pipe, subject to usual conditions. Mrs Baird, Galloway, wrote complaining of irrigation water on the road. Cr McKnight remarked that a great many people irrigating were taking great liberties with the roads. — Resolved that the Engineer attend to that matter. Several Councillors spoke of {the urgent necessity for the Council taking a firm -stand in the matter of irrigation water on the roads. Bodkin Bros. Galloway, asked permission to erect a gate across a road. —Application to be advertised. The Alexandra Borough Council wrote for and was granted permission to lay a nine inch pipe (in place of the seven inch one) over the Alexandra bridge. C. R. Attfield Jnr. was granted permission to put a ?4 inch pipe in Clyde town race for domestic supply. Granted at j£>i per year. At this stage the luncheon adjournment was taken, and on resuming Cr Middleton was in the chair. In connection with the raising of a loan of L 5,000 for the Matakanui Irrigation Area, a motion confirming same was carried. A further motion providing for a special rate of 2d in the £ over the prescribed area was also carried. A motion confirming the striking of a rate of one thirtieth of a penny in the £ over the whole of the County in connection with the loan of £3,5000 for Workmens Homes was carried. CrG. S Patterson wrote tendering his resignation as a representative of Clutha Riding.— The Chairman expressed regret that circumstances had arisen which had necessitated Cr Patterson's retirement. Unfortunately, he was not now a ratepayer. He referred to Cr Patterson's good service3 L and moved tnat his resignation be accepted with regret. The motion was seconded by Cr Ritchie all other Councillors spoke favorably of Cr Patterson's conscientious work, and the motion was carried unanimously. The inward correspondence as read was received, and the outward approved. The Engineer's report as under, was read and received. Hawea Riding.— It will be necessary for the Council to secure a gravel reserve at Maungawera. There is a suitable eite in Section 10, Block V Lower Wauaka dis trict belonging to Mr A. Carson, and I recommend that an area of one acre be purchased for the above purpose. 1 am preparing plans and specificationp for the regrading of the hill at Hawea, and will forward same for the approval of the Dis trict Engineer P. W. D. at an early date, so that the grant for this work may be taken up. On Hawea Flat consideitible gorse and broom are encroaching on the formation; Council should direct the adjoining property owners to take ateps to have same cleared. The usual maintenance has been carried out. Clutha Riding.— Repairs to the Crom well to Queenstown road are fully completed, and this road is now iu good order. The flood damage gan& that was employed on this work has been st-nt to Morven Hills. Agreement has been readied between Council and Mr T. McKay regarding his water race, and 1 have engaged him to instal the necessary pipes. The usual maintenance has been carried out. Lindis Riding.— Grading has been completed on the Downs at Tarras, aud this team is now employed on flood damage repair above Morven Hiils atation. Repairs to the Black finch arc ncaring completion, aud the Lindis Goige road is now passable to MOl ven Hills. The Minister of Public Works now approves a £ for £ for Hood damage below the statiou, and a £2 tor £1 for all damage above the station on the Lindis Pass road. Irrigation water is causing damage to roads in Ardgour, and considerable delay to traffic using these roads. Offending owners have been warned that the ouus of disposal of such water rests with themselves. The usual maintenance has been carried out. Carriok Riding. - The roadman reports good progress on the Upper NevLs Valley Road. The galvanised Sheets for the boxes to he placed in tho Oatlick Water Race arc now to hand and will he sent out to Bauuoukburn imiucdiately. The usual maintenance has been carried out. Duns tan Hiding. A traction engine was engaged 'o haul a screen across the Kawarau at Cromwell, and this screen has been sent out to the Mouteve roads Mr R. Jopp having promised to in6tal same. The usual maintenance hna been carried out. Matakanui Riding.— The cost of regrading and gravelling tho road to Mr E. Wellington's will approximate £2OO and an additional £IOO will be required to put the road fronting Mr J. Clare's and leading to Chappel's corner in good winter order. The usual maintenance has been carried out. Manuherikia Riding.— The timber is ijcw to baud fcr the repairs to tba SpotUs

' Creek Bridge near the Mill at Omakau and the Coutractor wiil commence the reconstruction in ahont a week's time. The estimated cost of the necessary regrading and gravelling of the road leading into Mr C. Noone's at Poolburn is approximately £2OO. The road has been in bad cder thjough the winter. The usual mainten anee has been carried out. Earnscleugh Hiding.— 1 have regraded the road fronting Iversen's and have had. the necessary ditches constructed and additional culverts placed across same. The roadmen are now engaged gravelling this road. I recommend that the Alexandra Borough Council be given permission to lay a nine inch pipe over the Alexandra Bridge, this pipe to be the maximum allowance on one side of the bridge. The nsual maintenance has been carried out. Cr Kane asked that the Engineer's recommendation re gravel reserve at Maungawera should be given effect to. Regarding the gorse and broom nuisance, Cr Kane said this was becomiug a great nuisance. It was agreed to secure a gravel reservei and to notify landowners to remove gorse and broom. On Cr Kane's request the Engineer was instructed to repair gates at Albertown Punt. Cr Scoular pointed out that motor cars had been recently stuck in the Sludge Channel near the Drybread Hotel. A bridge or culvert was required. A matter that required urgent attention was a culvert on a portion of the road between Drybread and Lauder Creek. was voted for the bridge over the Sludge Channel. The Engineer to inspect the culvert mentioned. Cr Scoular pointed out that somebody had put a pipe across the Chatto Creek road near Springvale. A bad bump, and as far as he knew no permission had been given In reply to Cr Scoular, the Engineer said thai his conditions only allowed a grade of one in twentv. — The Engineer was instructed to inspect and report. Cr Scoular was congratulated by the Chairman for sentiments which suggested that in view of the financial position there wa> no urgency for the work at VVallingtons, which the Engineer estimated at £2OO. Cr McKnight urged that before winter came on that as much as the main road at Poolburn be done. Agreed to. Cr Weaver asked that the County Association's Solicitor be asked to give an opinion regarding the liability of water right holders to culvert races. This was agreed to. The ferry traffic returns were laid on the table. The County Treasurer's statement was read and adopted. The Dog Registrar reported having registered 953 dogs, of which 66 were ten shilling dogs. The County Panger reported having impounded 2 cows and 5 calves at Earnscleugh, 8 horses and 4 cows at Hawea, and two horses at Galloway. On resuming after going into Committee— Notice of motion by Cr Middleton re vehicles plying for here was considered. A motion affirming the desirability of licensing all vehicles was carried, and it was decided that the Council be a Committee to confer with the Solicitor the evening previous to the next Council meeting, which takes place on Wednesday, November 23rd As requested Cr Spain's motion re gravel reserves was held over. Accounts amounting to ,£BB9 13s 9d were passed far payment. Cr Weaver moved that the sum of £lO per riding be granted for small birds eggs. This was seconded by Cr McKnight and carried. The Chairman objected strongly stating that they had more right to vote money for the destruction of rabbits. The meeting then closed.
