WORK AS A RECREATION.

Lord Incheaptv received recently the freedom of the burgh of Arbroath., hi* native town. In a Bpoec*h after the ceremony he attributed hi» success' m life to having adopted work as a recrea- * ( “i'hcre is an idea, abroad,” he said, “that there should be nothing more than fortv-tvvo or forty-eight hours work a week, and that the remaining 120 or 120 hours should he devoted to rest and recreation. He was, he event on. going to India in the autumn, on the invitation of the Government of India, to try to reduce their expenditure. He told a story of how the Geddes Committee were made the first victims of the economy axe, “We sat in London from 10 a.m. to 7 p.in.. and often later. Tbe Treasury were very good to us, and we had half an hour for lunch, which they supplied. It wa.s after we had finished onr work and sent in onr report that an incident occurred which led us to think economy had r'ea.lly begun. “We each received a bill for our luncheons’, which wo paid for without a murmur.” Lord Inchcapc advised all young Scotsmen to go out into the world in search of fortune. “There is no scope in Scotland,” he said.
