It is proposed to forbid Russian Jews from observing their Sabbath day, and to compel them to work on Saturdays and to rest on Sundays. The Victorian Postmaster-General (Mr Duffy) has decided that it is undesirable to establish a penny post for Victoria It is stated that New Zealand favors an intercolonial penny postage, though the statement lacks official confirmation. The Admiralty upholds Rear-Admiral Lord Charles Scott’s contention that, under the title of “ His Exceilencv,” he takes precedence of the Governors of the Australian colonies, except the Governor of the colony in which he happens to be. Tiie English Derby was run in n pouring rain. After going a mile Oouverneur was in command, and kept the lead till a quarter of_a mile from home, when Common went up and won in a canter by two lengths, Martenhurst a bad third. Statements have been published throughout the colony to the effect that while the prosecution bv the late John Bonrke, town clerk of Gisborne, of John Baldwin for criminal libel in 18S8 was going on, Bourke was defrauding the Harbor Board. An audit investigation shows that until five months after the libel for which Baldwin was sent to gaol, and three months after his sentence, Bourke had not embezzled a halfpenny of public moneys. Singular to say, the first amount he appropriated was paid in by the prosecuting counsel in the libel case. It is calculated that 80 per cent, of the Lancashire lads smoke, and an attempt is being made at Manchester to do something to stop the pernicious habit. At a conference, presided over by the Mayor, Dr Tatham, the medical officer tor the city, testified that the rapid growth of the practice is becoming an increasingly serious danger to society. Canon Hogg was for lecturing the boys in school on the wickedness of pipes and cigarettes; other speakers thought that ministers ane Sunday school superintendents and teachers would do well to set them the example by a general farewell to tobacco—a suggestion which lias since been formally approved. Finally, it was resolved that these gentle measures should be, it possible. supplemented by a law prohibiting lads under the age of 10 from smoking, and rendering it illegal to sell, give, or furnish tobacco in any form to children under that age. Some speakers were even in favor of raising the limit to 18 years.
