By the names mentioned lor Councillors to represent the various ridings in the County of Viuoent, it is shown that more interest is taken in the coming election than -some people would be 'lnclined to admit. Tho value of local government is too well -known and appreciate to allow the initiation of the system to fall into the hands of its enemies. It is openly Stated, and we can only imagine with the view of detracting from the interest shewn, that tho term of office of the first council is ton months only, and that of every subsequent council three years;; this latter is 'correct, but the former is wrong, as it is laid down in the Counties’ Act, section 64, “That the first general election of the council shall'be'held on a day ■ to be appointed by the Governor, and the second general election on the second Wednesday in November, in the “year IS7S, and every subsequent general election on the same day in each year.” The first election being on the 22nd instant, the term of office of the first council will therefore bo one year and eleven months. As some question has arisen as to who is entitled to Vote at the first election, We give section Si •of the’ Counties’ Act, as follows: “For the purposes of the first election to be held under this act, the following persons shall he deemed to bo county electors within each riding: Every person qualified to vote for members of the House of Representatives, or any legal holder of a miner’s right, issued not less than three months previous to election within the electoral district which comprises the riding or part thereof.” As to the qualification of candidates, section Cl of the Counties Act says, “ Every elector shall he a councillor”’ and section Tl of the Regulation df Elections Act says, “ No person shall bo deemed to be a candidate unless nominated in the following manner, by having a nomination paper signed by two electors, and by the candidate in token of his assent to such nomination. Such nomination paper to be addressed and delivered Ut the place of nomination before noon of the day appointed therefor.” The following is the form of nomination paper":— To the Returning Officer (name the district). We, A. 8., C. D., being two duly qualified electors for the (name the district) hereby nominate X.Y. as a candidate for the office of Councillor at the present election Signed this day of December, 1876.
