As it will be well for all parties to be aware of what properties within the County are liable to be rated, and the rateable value of all such properties, we extract for general information from the Eating Act, 1876, the following Sections. Section 37 says : —“ All land together with the “ buildings and improvements thereon shall “be rateable property under this Act, ex- “ oept as follows :—Lands the property of “ Her Majesty Hot being held under lease “ or license.—Lands, including buildings ‘ ‘ and improvements thereon held under “ lease or license or other authority from “ the Crown for gold mining purposes other “ than so far as the surface may be used or “ occupied for other than such purposes.— “ Lands occupied by Churches ,'or Chapels. “ —Lands over which the Native title has “ not been extinguished. “ Sub-section 5 of Section 2 says:—“ The rateable value of “ any property means the rent at which “ such property would let from year to year “ deducting therefrom 20 per centum in case 11 of houses buildings and other perishable “ property, and 10 per centum in case of “ land and other heriditaments, but shall “ in no case be less than 5 per centum on “ the value of the fee simple thereof. Provi- “ ded also that every person occupying “ waste lands of the Crown or other Crown “ lands for pastoral purposes shall be rated “ only in respect of theannual value having “ regard to the tenure under which the said “ lands are held.,, it will thus be seen that miners huts and gardens, and the squatters’ runs are all to be rated. Wo draw attention to the notices under the hands of the Eeturning Officers for the six ridings of the County of Vincent, fixing Saturday, the I6th instant, as the day of nomination of persons eligible for the office of councillor, and Friday, the 22nd as the date of the poll (if any). For the Manuherikia riding the number is stated as two, this, we are given to understand, is in error, there being but one councillor for that riding. Not being officially informed on the point, however, we do not speak with any authority, but We have little hesitation in saying that the original intention of having but one councillor for that riding has never been altered, and that the error Will be traced either as a clerical one or a misprint, Error or not it really but tittle matters, as we think either the absence or the presence of a ninth councillor at the County Board will not materially affect its usefulness. That it will be a useful, and at the same time a powerful body, there is no doubt, and nothing will give us greater pleasure that the knowledge that its component parts will be so constituted as to be able to work with a will and a will altogether. As with allelecti ve bodies, as much dependson on the electors as the elected, it is therefore to bo devoutly hoped that each riding will select for its representative just that man whose aim will be the good of the whole County. Again we repeat that Saturday, the 16th instant, is the day of nomination, and the poll '(if any) on Friday, the 22nd instant.
