TREATMENT OF THE REBELS.
Mr Chamberlain's Views.

In a Blue Book published relating to the treatment of the rebels in South Africa, the despatches show that Mr Chamberlain suggested to Sir Alfred Milner that while the Government heartily sympathised with clemency being extended to rebels, *'et in justice to the loyalists he was*moved* by the obligations of duty and honor to advise that the ringleaders and promoters of the rebellion, the looters of property, the committers of outrages, and the abusers of the white flag should be tried by a judicial commission, while the others who were less guilty should be fined and disfranchised.
