IN MANCHURIA.
Russia Admits State of War. Enemy Routed. Captured Russian Town Reoccupied. (Received July 21, 9.15 a.m.) London, July 20. Russia admits that a state of war exists in eastern Siberia, but hopes to restrict it to that quarter. Russian troops routed the Chinese forces which captured Blagovyerhcensht, on the Amur river, aud have reoccupied the town in large force.
