IN MANCHURIA.
Russia Short of Troops.
Chinese Making Great Preparations.

London, July 19.
The Times states that Russia denuded the Amur, iv Manchuria, of troops for Port Arthur, and must now act on the defensive pending the arrival of reinforcements.
The Chinese have thrown up embankments thirteen miles in extent on the banks of the river Amur.
The Ilussian authorities profess to regard'the incursion into Siberia as a purely local outbreak, although the officials report widespread trouble and interruptions to communications.
