THE FAR EAST. RUSSIA THREATENS TO LNY_.DE MANCHURIA. FRANCE SUPPORTS RUSSIA. United Press Association. By Electric Telegraph—Copyright. (Heoeived Maroh 8, 9 a m.) London, March 7. The Times states that immediately the Chinese loan was ratified Russia demanded from China recognition of her sovereign rights at Port Arthur and Talien Wan Bay on the same terms as those granted to Germany at Kiao Chow, and also the right to construct a railway at Potuna in Manchuria, or an extension of the TransManchurian railway from Kwang Chung Tzu or Mukden to Port & rthur. Russia has allowed China five days to reply to her demands; Jn the event of a refusal Bussia will invade Manchuria. A Seuter's telegram says that France has made corresponding demands as to concessions in Southern China. The Shanghai Mercury states that the Viceroys of .Nankin, Lian Gu and Hunan have agreed to administer the Yang-tse-Kiang valley irrespective of the Emperor of China. The report, however, is not confirmed.
