The Argus, commenting on the Banking Conference, says the most important recommendation is the radical change proposed in the system of note iesuo. It commands respect, aud coosideriug the amount of thought given it by the recommeuder, legislation on the linos suggested should be easy of accomplishment, and it would be so much the better if a federal note issue could be arranged.
